The 37th meeting of the Heads of RCC Telecommunications Administrations was held in Jurmala on May 28, 2007 on the invitation of the Ministry of Transport of the Republic of Latvia.

The Council of the Heads of Telecommunications Administrations reviewed Intersputnik's application to join the RCC as an observer and unanimously approved such accession.

Established under the Agreement of December 17, 1991, the Regional Commonwealth in the Field of Communications unites telecommunications administrations of the CIS, Baltic, Central and Eastern European states. Its main objectives are to foster mutually beneficial cooperation among RCC members and harmonize their networks and communications systems; coordinate science and technology policies, spectrum management and service tariffs; cooperate with international telecommunications and information technology organizations.

Considering that many Intersputnik member countries are RCC signatories, Intersputnik's accession to the RCC will provide an ample opportunity for mutually beneficial cooperation between Intersputnik with more partners and higher-level coordination of both organizations' policies in the field of international telecommunications.
